When should balagha be taken up?

After nahw and sarf, not before. Balagha explains why one construction was preferred to another: it therefore presupposes that you can already parse both. Taking it up too early gives the illusion of understanding and leaves nothing behind.

Which book to start with?

Al-Balagha al-wadiha by al-Jarim and Amin: short expositions, well-chosen examples, worked exercises. You then move to Jawahir al-balagha by al-Hashimi, denser, which goes on serving as a reference.

What is the difference between al-maani, al-bayan and al-badi'?

Al-maani deals with the states of the sentence and its fit to the situation: fronting, ellipsis, definiteness, concision. Al-bayan deals with the image: simile, metaphor, metonymy. Al-badi' deals with the figures of embellishment, such as tibaq or jinas. The three are studied in that order; reversing it means judging the ornament before the structure.

Is balagha useful for understanding the Quran?

That is its historical field of application: the discipline formed around the debate on i'jaz. Without these notions you read an exegetical commentary without seeing what its author is doing when he stops at a fronted word or an ellipsis. Al-Jurjani's Dala'il al-i'jaz is the founding text here.

What should I look at in a balagha edition?

How it handles its examples above all: verses, Quranic citations and proverbs must be vowelled, and referenced in good editions. Then the legibility of the divisions, since the subject is made of subcategories that cramped typesetting confuses, and the presence of an index of figures. These points are stated on every listing.
