Which rijal book should I buy first?

Ibn Hajar's Taqrib al-tahdhib, and only that to begin with. One line per narrator, a condensed verdict, the generation. In one or two volumes, it is the tool you open daily. The large compilations come later, and only if you genuinely work on chains.

Do I need mustalah first?

Yes. The verdicts in these works are written in the vocabulary of criticism: thiqa, saduq, layyin al-hadith, matruk, and a scale of degrees. Without it, the lines of the Taqrib will tell you nothing. Start with the hadith sciences.

Is Siyar a'lam al-nubala a rijal book?

It goes beyond the technical frame. It is a history of the scholars in twenty-five volumes, readable for its own sake, setting the narrators back in their time. It interests the reader of history as much as the hadith student, but it is not the tool you open to judge a chain.
