Which work should I start with?

Ibn Taymiyya's Muqaddima fi usul at-tafsir: a few dozen pages, and the essentials of the rules are fixed there. Follow with a contemporary manual such as Mabahith fi ulum al-Quran by Al-Qattan for the full panorama. Al-Itqan and Al-Burhan come after, as works of consultation.

What is the difference between usul at-tafsir and ulum al-Quran?

Usul at-tafsir deals with method: where an exegetical opinion comes from, how one verse explains another, what conditions the commentator must meet. The ulum al-Quran are broader and cover the text as an object of study, including its transmission and its orthography. The former is a chapter of the latter.

Is Al-Itqan readable for a beginner?

No, and that is not its purpose. As-Suyuti arranges the material in very dense thematic chapters, assuming the vocabulary and the debates are known. It is a work you consult on a precise question, after reading an introductory manual. Taken as a first read, it discourages.

Should I take the Muqaddima with a commentary?

It depends on your use. The bare text is enough if you study it with a teacher or already have a basis. If you work alone, a commented edition is worth the extra cost, since Ibn Taymiyya is very concise there. The product page says whether it is the bare text or a commented edition, and whose.

Do the occasions of revelation have a shelf of their own?

They belong to this one: you will find the asbab an-nuzul collections, including Al-Wahidi's treatise, as well as the works devoted to abrogation alone. The major tafsirs also report them verse by verse, but without the thematic arrangement a dedicated collection offers.
